A statewide Amber Alert has been issued following a tragic scene in Norfolk that left one woman dead and a young child missing.
Virginia State Police and Norfolk Police are urgently searching for 27-year-old Tyli Scott, who allegedly took a 4-year-old boy, identified as Kai by Norfolk Police, after a fatal shooting on East Liberty Street late Monday morning. The child is believed to be in extreme danger.
Police responded to the scene just after 11:30 a.m. and found a woman shot and lying in the front yard of a home. She was pronounced dead at the scene. Norfolk Police Chief Mark Talbot later told reporters this was “not a random act” but a targeted attack.
Authorities are now working to clarify key details. While Norfolk Police say the missing child is 5 and named Kai, Virginia State Police issued the Amber Alert under the name Kia, listing the child as 4. WAVY-TV has reached out to both agencies to confirm the correct information.
Kai was last seen wearing a gray True Religion t-shirt, basketball shorts, and red Crocs. Tyli Scott is believed to be armed and dangerous. At this time, police have not confirmed the relationship between Scott, the murder victim, and the missing child.
A note for the public: many people reported being unable to open the Amber Alert details online because the Virginia State Police website crashed shortly after the alert was issued. That means the community’s help—especially on social media—has been even more critical in sharing information and keeping eyes out for Kai.
If you see Tyli Scott or know anything about Kai’s whereabouts, contact Norfolk Police immediately.
