On Tuesday, the City of Norfolk selected four groups to submit their plans to redevelop the Military Circle Mall property. The groups are composed of entertainment, construction and concert companies that include Pharrell Williams, Live Nation, NFL Hall of Famer Emmitt Smith’s real estate company and others.
